Collection Historical Note

Scott R. Dekins was born in Bloomington, Illinois. He attended public schools in St. Louis and the Benton College of Law. He first attracted attention in 1914 when, as Assistant Secretary of the Civic League, he arranged, in conjunction with the late Senator Seldon P. Spencer, the largest meeting of new citizens ever held in St. Louis, attended by over ten thousand newly naturalized citizens. He resigned as Assistant Secretary of the Civic League in 1916 and entered private law practice.

Beginning in 1917, Dekins held a number of positions with the St. Louis Chamber of Commerce. In 1929 he was elected Secretary. In 1948 he was named Vice President. On his retirement in 1954 he held the position of Executive Vice President. He held a number of other civic and business posts, including: Co-founder of the American Retailers Association (1923), Secretary of the Social Planning Council  (now the Health and Welfare Council) (1924), Director, St. Louis Citizens Committee on Relief and Unemployment (1930),  and Director, Citizens' War Time Fuel Committee (1940s).

In 1956, Dekins became Vice Chairman of the Governmental Research Institute of St. Louis and during that same year, Counsel for the law firm of Lashly and Neun.
