Scope and Contents of the Materials

The Bi-State Development Agency Records contain agency files from 1949-1975. This collection deals with public transportation policy and development and includes documents describing the history of Bi-State Development Agency, legislative, financial, planning and proposed development, and administrative files. Newspaper clippings regarding public transportation and Bi-State are also included. Within Col. R.E. Smyser’s personal files are committee minutes, Smyser’s daily journals, various speeches, notes, transit data, and various reports (including accountants’ reports and reports on transit studies).

Collection Historical Note

The Bi-State Development Agency was founded in 1949 through a compact between Missouri and Illinois. Since its founding, the agency has operated the Bi-State Transit System, the Gateway Arch Transportation System, the Granite City Wharf and Terminal, and the Bi-State Parks Airport in Cahokia, Illinois. Bi-State also has served as a planning agency for urban development in the City of St. Louis; the St. Charles, St. Louis, and Jefferson Counties of Missouri; and the St. Clair, Monroe, and Madison Counties of Illinois. Bi-State was the primary force in organizing the meetings and discussions that eventually led to the 1965 founding of the East-West Gateway Coordinating Council.

Today the Agency is best known for maintaining the St. Louis Metropolitan area’s public transportation, which includes MetroLink, MetroBus, and Metro Call-A-Ride transportation systems.
